Revert changes from #301 and upgrade the utility image to Python 3.

Will have to consider impact to lessons that rely on this - lessons to be careful of:

Troubleshooting (ref. trav) - statically uses python2.7
NAPALM lesson stage 3, uses NAPALM CLI
JSNAPy
PyEZ - has static references to python2.7 directories

Obviously test all lessons but these are the hotspots
