The st2 image needs some love:

Upgrade to latest version of stackstorm
Provision napalm pack with --python3 flag
Confirm that python 3.6 is what gets provisioned for packs with this option
Revert the change made in Temporarily pin netmiko to 2.4.2 in st2 image #293 and generally clean up the post-install hacks, they hopefully aren't necessary anymore.
