It's fixed in Ansible 2.9.16. Unfortunately 20.04 only has 2.9.6 and there's no PPA version.

Use pip?

pip version doesn't work either:

fatal: [127.0.0.1]: FAILED! => {"changed": false, "msg": "Service is in unknown state", "status": {}}
