Returned arrays of IP Address and Geo Locations are inconsistent and akward

/Xlists/geolocations returns an array of "{id}#{cc}" strings whereas /Xlists/ipaddresses returns an array of arrays [{id}, {IP CIDR}] and /Xlists uses the above together

easier to process if they both returned an array of {id}'s; or an array of embedded objects
