Add the Webbrowser language detection in the localization concern

Why

Web browsers include a language header in their requests, allowing the application to know what language is configured. We can improve the localization concern so that it detects it and renders the page in that language — if this is an available locale.

Time saved when starting a new project.

As a side note, this could just be shipped as a part of the CRUD addons, as I believe it's too specific already for a root feature (not all projects want an auto lang switch). 💡
