Why

Some projects only need to deploy on Heroku, so having the infrastructure for Heroku would be great for them.
Support Github actions deploy workflow if using GitHub addon

Acceptance Criteria

Add code to generate Heroku infrastructure
Make documentation for Heroku infrastructure
Able to deploy using the generated code
