Describe the bug

MountDevice failed for volume pvc-f631... An operation with the given Volume ID already exist

I saw this bug using ceph for storage when my jupyterlab user pod wouldn't start correctly in the describe logs for the jupyterlab pod. It seems to have come from the It seems related to rook/rook#4896.
