[Release] Hot-Fix release for 2024.9.1

During the release week for 2024.9.1, a few bugs were encountered that are harmful to the overall compatibility ecosystem of the Nebari. The issues are outlined below:

• [BUG] - 2024.9.1 Immutable Field Check Appears to Fail for Certain Schema Types #2767
• [BUG] - 2024.9.1 Upgrade Bug with Auto-Creation of Group Directory Role #2766
• [BUG] - AWS instance type not properly respected when gpu are enabled #2782
• [BUG] - check_immutable_fields leads to a version mismatch error when performing an upgrade #2781
• [BUG] - Hard-coded URLs don't include non-default namespaces in Stage 11-kubernetes-kuberhealhty-healthchecks #2776

A new release with the fixes is mandatory and should be accomplished following the tasks below:

• Disable the previous build on PyPI and Conda-Forge
  • Disable 2024.9.1 release on PyPI; #2799
  • Mark 2024.9.1 release as broken on Conda-Forge; #2800
• Open Release issue for hotfix e.g "2024.11.1"
  • Add note that 2024.9.1 release is broken and should be skipped to release notes #2801
  • Decided on 2024.11.1 as the hotfix release name
• Release (cherry-pick from milestone)
  • Branch name for tracking main...2024.11.1
