Reason

When running stochastic simulations of non-dimensionalized NekRS runs, we need to also adjust the non-dimensional scaling parameters in NekRSProblemBase to be consistent with the values being sent into NekRS so that the re-scaling is done properly.

Design

Make L_ref, Cp_0, ... controllable.

Impact

New feature.
