jQuery in the header

I'm not sure is this is an issue, but in all TNA-Base child sites, jQuery is being loaded into the header.
Can anyone remember what was the reason for this?
Should one of the developers look into this?

I'v just done an experiment to see if shifting jQuery to the footer from the parent breaks anything, in the right order but nothing so far seems to be alarming.

Please let me know and i can send in a pull request.
