[ci] Add job that executes the program

[exdx]

The eva program has a number of startup configuration keys that are required to run successfully - to connect to geyser, the RPC, etc. It would be helpful to provide this configuration (via secrets in the repo) and run the program as part of CI runs. Even if the job isn't green initially it would still help provide some signal.
