Check population data for selected level in `validate_model_options()` #210

Example: troubleshooting issue 49 for Haiti:

User selected level 3 for model fitting
Population data only available for levels 0-2.

This only threw an error at the model fitting stage and it was not user friendly. This should throw an error in validate_model_options().
