A blocker for a high-severity bug should probably also be high-severity #2528

If a bug A blocks bug B, and bug B is an S2 (or S1), there's a good chance bug A should also be an S2 (respectively, S1).

In such situations, if bug A does not have a severity set or has a lower severity set than bug B, bugbot could poke bug A to alert its triage owner of this.
