[Chromium] Reloading the welcome page cause the telemetry opt in/out and link handling toggles to sometimes flicker if enabled #51

Description:
While on the welcome page, if the telemetry opt in/out and link handling toggles are enabled, and the page is reloaded, sometimes, the toggles will flicker (the white dot will be positioned to the left and slide to the right). See attachment for more details.

Steps to reproduce:

  1. Load the Chromium Firefox Bridge v0.1 in the browser
  2. The welcome page opens in a new tab
  3. Reload the page several times and observe the toggles

Expected:
The toggles should not show their animation when the page reloads, but remain static.

Actual:
The toggles flicker when the page reloads.
