why not just

const LINE = /(?:^|^)\s*(?:export\s+)?([\w.-]+)(?:\s*=\s*?|:\s+?)(\s*'(?:\\'|[^'])*'|\s*"(?:\\"|[^"])*"|\s*`(?:\\`|[^`])*`|[^#\r\n]+)?\s*(?:#.*)?$/mg

instead of

const LINE = /(?:^|^)\s*(?:export\s+)?([\w.-]+)(?:\s*=\s*?|:\s+?)(\s*'(?:\\'|[^'])*'|\s*"(?:\\"|[^"])*"|\s*`(?:\\`|[^`])*`|[^#\r\n]+)?\s*(?:#.*)?(?:$|$)/mg
