Adding the Regproc Jmeter Test Script to the Registration Repo

Adding the Scenario based Regproc Test Script to the Repo.

• Removed the Helper Script and added the auth token thread group in the test script as a setup process.
• Scripts are converted into Scenario approach.
• Constant Throughput Timer has been added to all the thread groups.
• Added correct response assertions.
• Readme file and support files are also added.

The performance-test folder here contains:

• Performance Test Script
• Support files
• Readme file

The above check "Maven Package upon a push / build-maven-registration / maven-build" is failing, because of one PR is open regarding JAVA 21 migration updates.
The mentioned PR is the dependency for the above checks.
