We added runtime support for debug_traceTransaction.
After upgrading the runtime, can the previous evm transaction be traced with debug_traceTransaction ? if can, how to do it ?

You will need to use runtime overrides for tracing.
Example: https://github.com/moonbeam-foundation/moonbeam-runtime-overrides
