The Bug

Modmail appears to only work if the user is also on the Mojira server.
Specifically, DMs written to MojiraBot appear on the server, but messages written in the thread don't get sent to DM.

Expected behavior

There should either be a warning that messages can't be transmitted, or it should just work.
