Configure new Jobma test server #1296

Jobma retired our existing test server. We will need to reconfigure out settings to connect to the new one.

Should we determine we want to enable Jobma on RC, @pdpinch has some details.

@pdpinch - There's an email chain with the subject Jobma Support Follow Up from August 20, 2021.

The new dev server was a blank slate. I created a new video interview template and job. However, when requesting an interview from bootcamps via the API, the response did not contain an interview link like the old test server responses did.
