'Connection aborted.', ConnectionResetError(10054)

It was okay to use e621 until several weeks ago.
But all of a sudden, 10054 error began since then.

[e621][error] HttpError: ConnectionError: ('Connection aborted.', ConnectionResetError(10054, 'Remote host forcibly aborted existing connection', None, 10054, None))

Here is my e621 config:

Strangely, I can access the site on the web browsers. I can't only on gallery-dl.
I tried turning off all the firewalls and anti-virus, but didn't help.
