unable to write into User Settings

I have VS Code 1.83.1 for Windows. When I try to change to the base kernel, I get the error below.

Failed to set interpreter path. Error: Unable to write into user settings. Please open the user settings to correct errors/warnings in it and try again.

I don't see any error/warning in my User Settings. When I try to change the default interpreter path, I get the error below.
