Does the baseline version declared in the manifest actually only prevent older libraries versions from being used?

MS vcpkg documentation states this regarding the baseline version:

A version baseline, establishes a minimum version floor for all the packages.

Baselines define a global version floor for what versions will be considered.

So it seems like the baseline simply blocks older libraries versions from being used, but doesn't prevent new ones, meaning compatibility could still easily break if libraries changed?
It seems quite worrisome to me that you can't easily version lock all the libraries to the current version you are using without manually specifying the version of each library? Or am I missing something?
