- Added devcontainer.json for GitHub Codespaces usage
- Build improvements\fixes to support Linux and GitHub Codespaces
- Added recommended VS Code extensions
- Switched to dotnet build for VS Code
- Migrated to Central Package Management (CPM) - https://learn.microsoft.com/en-us/nuget/consume-packages/Central-Package-Management
- Upgraded any packages that showed vulnerabilities
- Migrated Test projects to .NET 8 (making using GitHub Codespaces easier)
