Lengthy docstrings block text editing

Describe the bug
Some docstrings are rather verbose. These are displayed in a manner so that the docstring overlays the item triggering the tooltip. thus making it impossible to move the cursor there by clicking. One has to move the mouse away from the docstring so that the tooltip disappears and then move back in the vicinity to position the cursor. Smaller text are displayed beneath the line in question which does not prevent editing. This is highly annoying when working with libraries using wordy tooltips.

Expected behavior
As the docstring text is cut off anyway (see example) docstrings should always be shortened so that they do not block user clicks on the item triggering the docstring - here on "np".

Pylance is now working on a solution - would be good to see some improvement on VS, too.
