Standardize NERSC File consumption #1384

#1359 Highlighted the discrepancy of handling NERSC files:

Some are included in our repo
Others hosted on NERSC and retrieved when needed

Going forward this should be standardized to use the NERSC hosted files and update local environments to replicate this workflow.
