Reason for the message seems to be a missing VC++ Runtime.
Some readers commented on a blog post about MIDI-Controllers (sorry, in german only :( tutonaut.de/midi-controller-als-windows-eingabegeraet-nutzen/) and I coud reconstruct their problem on a fresh Win 11 64-bit machine. Since the DLL stated Visual Studio 2012 as its compiler I tried this 2012 version and it worked:
