Publish cellPACK on pypi test installation as a third party user

Use Case

we have a build process to release cellpack on PyPi but we haven't tested it as a third party installer or made sure our GitHub action is set up with the most recent credentials

Solution

Cellpack should be installable in another python project. Need to troubleshoot anything that comes up in the process, or just verify that it works.
