[Refactor] Consul Helm Charts

Current Behavior

From previous issues, Consul seems to have had problems via deployments.

However, Consul has deprecated this chart and have migrated to a new location

There is also a recent issue opened pertaining to changes to Consul Connect.

• Upcoming breaking changes to Consul on Kubernetes: Enabling of service mesh by default and disabling of node-level client agents from Consul Service Mesh on Kubernetes and Catalog Sync hashicorp/consul-k8s#1438

Desired Behavior

We will need to refactor the Consul Helm Charts to reflect the new location of the helm chart and try and use close the latest verison.
