This task is an exciting part of GSoC '23, which involves refactoring several components to achieve the full functionality of TileLink Uncached Heavyweight. The following components will undergo improvements:

tlul_package to tluh_package.
tlul_host_adapter into tluh_host_adapter.
tlul_sram_adapter to tluh_sram_adapter.
Two new modules dedicated to atomic operations.
Circuit for ready/valid signals.
tlul_adapter_reg to tluh_adapter_reg.
tlul_err and tlul_err_resp to tluh_err and tluh_err_resp respectively.
