IP-based Blocking

Having an option to block IPs should let users filter out their own home or office's address.

Perhaps we should also include presets that contain a list of data centers known for bots that users can selectively opt into. More research will have to be done because VPNs are popular and only growing, thus IP-based blocking isn't usually the best approach to tackling bots and may filter out many real users.
