Expose setting to only open untitled window only on reactivation #1509

This setting makes it so that on first launch MacVim wouldn't open an untitled window but would only do so on reactivation (i.e. clicking on the Dock icon). It already worked before but just needed to be exposed. Close macvim-dev#1483
