interlinks option to fail when unable to do an interlink #333

It could fail for two reasons:

no matches for object
multiple matches for object

a strict mode would help doc sites like py-shiny, who want to ensure there are no missing links, keep on top of things.

We may also want to allow a list of names, where it's okay if they don't produce a link.
