Not seeing any BLE broadcasts on an RPi4 #1311

Raspbian install with HomeAssistant and BLE integrations installed. Similar configuration on another RPI4 shows the BLE broadcasts for many devices. 'hcitool rescan' finds all nearby devices. I also ran the 3 setcap commands as mentioned in the docs. Please advise. No BLE (no discovery after initialize): Nothing else after this, unless another cluster leader is elected. BLE: |

It just got weird. I just did 'sudo hciconfig hci0 down' and stopped/started the RA instance on the Pi that does not see BLE broadcasts and what do I see in the log after restarting RA? `No BLE (no discovery after initialize): Nothing else after this, unless another cluster leader is elected.` Same as before, but as hci0 is down, I would expect 'interface not found' errors or some such as RA started up. Somebody please talk me down, its getting early. |

The installation media may be at issue. I used RaspberryPi imager to install the Lite version of Raspbian. I just rebuilt the box using and image burned to SD via Etcher. This works and I see the BLE broadcasts.
