Vcpkg is installed with Visual Studio and available in GitHub Windows runner. Why is it necessary to include it as submodule?

@yasar11732, great question! The recommendation could indeed be adjusted if vcpkg is already provisioned, but we shouldn't assume all vcpkg users are working with Visual Studio. I'd love to hear more from you on this to help keep the template project up to date with the latest vcpkg developments.
