Jira integration is unusable for teams with many project templates

Issues mainly arise from Looker UI but there is validation that should be done in the action to allow the UI to function with fewer changes on the front end. From an end user perspective:

• Projects are not sorted in a way that appears logical to end users (e.g., alphabetically by project name)
• There is no ability to search for a project
• Task types presented are global to the Jira instance and not filtered based on an earlier project selection
• Task creation fails when selecting a task type that is not available in the project
