[project] Create menuconfig dotfile to customize bpm-sw parameters

Problem: Right now, we can customize the bpm-sw compilation parameters and modules by using the compile.sh script. I turn, it will flags to Makefiles. Although this is functional, it is not so nice to use and can generate confusion for new users.

Solution: Create menuconfig dotfile entry to allow for easy configuration
