The program says I can specify a range but I don't know what syntax is accepted.

1-4 ? (last time I tried this I lost all of my GUI and only had a blinking caret on a blank screen)
1..4 ?
1 2 3 4 ? (currently using this method)

Which front end are you using? It sounds like one of the debconf frontends and so you need to use debconf's range syntax (a screenshot might help).

It looks like none syntax is accepted. I tried almost everything...

1 - 11

regarding "frontend" i have no idea, this prompt is brought up during "apt upgrade" of Ubuntu server
