Similar to #12924 can this nifty reservation/preferred assignment feature be extended to the Mouse device?

For example, an 8BitDo retro keyboard has dials on them that get detected in UDEV as a MOUSE type and RetroArch currently assigns it as the default Mouse (ugh) which requires manual intervention every to time to pick the HID device of the desired mouse device.
