Add new RA stable release for PS Vita (homebrew app) on Vita DB

would you please consider releasing a more stable and optimize RetroArch for PlayStation Vita (Homebrew app). There hasn't been no updates on RA Vita app since 2021.

The current RA stable build is ver. 1.19.1 could you kindly consider updating the one on Vita DB to a more recent stable release.
