Move and/or fix padding of info text in people picker. #1492

Currently the text informing users of the number of required Editor selections in the people picker is below the search bar with no padding.
It should instead be in the top right, aligned with the grid and search bar, only moving below the search bar as part of responsive behaviour when the layout moves to a single column.
