Anchor tags not linking to elements in the page

Issue: When links use anchor tags to navigate to certain element on the page the page does not change position.

Environment: staging and production, any browser.

Steps:

1. Go to the author guide page
2. Go to the editorial process page from the left hand navigation
3. Scroll until you see the text "Please see this editorial and the FAQ below for more details on our policies on preprints and scoop protection."
4. Click on "the FAQ"
5. Notice the URL now has #scoop_protection but the page position hasn't changed

Expected outcome:
It should navigate to the scoop_protection anchor
