Text fields inside Toggle component on Details page are not emptied correctly

Environment: local, staging and production on all browsers

Steps:

1. Go to the dashboard page
2. Start a new submission
3. Get to the details page
4. Check "This manuscript has been discussed with an eLife editor" and enter some text
5. Wait for autosave then refresh
6. Uncheck "This manuscript has been discussed with an eLife editor"
7. Check "This manuscript has been discussed with an eLife editor" and notice the text has not disappeared

Expected outcome:

The text field should be empty

Updated:

The values seem to persist in the watches e.g. previouslyDiscussedWatch and not in the form itself e.g. calling getValues()
