Modularization of reactor-c

This is a meta-issue intended to track concrete action items that have emerged while discussing cleanups and design considerations for interfaces. We should extend this list as new concrete tasks emerge. Please simply edit this comment. We can convert the list items to issues and address them individually.

• Discuss the high-level plan and goal for modularizing reactor-c in an RFC. This comment presents a starting point.
• Plugin API for tracing #342
• Establish clear separation between public and private interfaces #362. This is a follow-up of Further cleanup #354.
• Establish convention for function naming and enforce it #363. This is a follow-up of Further cleanup #354.
• Incorporate the trace tools in the main cmake project (original comment).
• Incorporate the RTI in the main cmake project (original comment) and use the appropriate module dependencies (original comment)
• Define a reactor API and establish the single threaded and multi threaded implementations as separate cmake targets.
• Move the logging implementation to logging/impl, next to the API that was factored out in Plugin API for tracing #342.
• Move the tag implementation to tag/impl, next to the API that was factored out in Plugin API for tracing #342.
• Address the FIXMEs in test/Tests.cmake. The cmake config should depend on the other targets, not reconfigure them.
