Front-end UI for K12 Schools

At the moment you can only create new K12School objects through the admin pages. In our attempt to stop admins from using the admin pages, it would be good to create a new front-end UI for generating these objects. I imagine if such a front-end UI existed, it may also encourage more chapters to utilize this functionality (e.g., for the dropdown in the student profile form).
