What happened?

We should:

  • always set skipCreatingInitialPolicies on the exported Mesh
  • we shouldn't export the default standalone HostnameGenerators and should still generate global HostnameGenerators
  • exported policies shouldn't have kuma.io/origin: zone and kuma.io/env and kuma.io/zone set
  • only kuma-system policies are relevant
