General Server Base Volume

I see the volume option for preset media players and personal base volume.

But how to set a starting base volume for any new media player created?

I find that people are often blasting the music so loud by default because they don't edit the settings before playing. Or because they have a personal volume level thats lower and they don't realize how loud it is for others.
