IPV6 Proxies not working

Ipv6 proxies are not working while we create a high amount of proxies like 5000-10000.

Using Vultr
Server: CentOS 7
vCPU: 4
Ram: 8GB

I check the vCPU usage of the VPS while creating the proxies, it raised to 97%, maybe this is the reason proxies are not working?
