Description: Install hangs on presumption that DBPTK is running but isn't
Is it using port that other applications might use?

Context:

DBPTK Desktop: Operative System name and version
DBPTK Enterprise: Browser name and version (Internet explorer, Chrome, Firefox, etc)

Steps required to reproduce the bug:

installed by run as admin

Attach any related screenshots below.

Attach any relevant logs below.

Find DBPTK Desktop logs at Help -> Logs menu.
Find DBPTK Enterprise logs with docker logs command.

Unninstalled older version, still gets error on install
