Add probability floor to normalizing flow model

Since the acceptance criteria of the NF proposal is inverse proportional to the flow density at the proposed location, a small number there could lead to behaviour such as the chain jumping to low likelihood region in practice.

Adding a probability floor to the NF proposal should eliminate this issue.
