Kabanero Foundation 0.3.0 prep. including the ongoing releases

Upgrading dependent projects is a complicated planning process; and as such, the Kabanero project needs to methodically plan even semver equivalent fixpack upgrades to ensure that the Kabanero Foundation definition is stable.

In preparation for setting pre-defined upgrades to dependent releases, review the current releases of the dependent projects and predefine upgrade issues on entry to 0.3.0 release.

@garypicher @marikaj123 My thinking was that as part of the planning of a release of the Kabanero foundation, we need to consistently be looking at pulling in the latest semantically equivalent levels of software to pull in. We did this work already for 0.3.0, but we need to be looking at this for each and every release of Kabanero.
